This is standard operating procedure for us in the firearms community. ATF agents will routinely "infiltrate organizations," attempt to gin up illegal purchases or behavior and then arrest people for things they never would have been involved with if the ATF agents hadn't been there. They got a couple of mentally handicapped guys to buy illegal guns in Milwaukee last year and then arrested them. Pretty horrible stuff. That cop with the pistol has no badge or id showing. They are lucky someone didn't shoot them in the mistaken belief they were criminals. Crazy world we live in.
People who want to keep a protest non violent will surround, unmask, and identify anybody inciting violence. It's really the best way to prevent agents provocateur from infiltrating your protest.
